British politician. After working in the government, he became a member of the House of Commons in 1796. He was a member of the Tory party. After the end of the Napoleonic Wars, he emerged as one of the leaders of the Tory Liberals, and in 1823 he became Minister of Trade in the Liverpool Cabinet, working with Foreign Secretary Canning. He contributed to the shift in British foreign policy to free trade, including the reduction of tariffs and the relaxation of Navigation Act regulations. In 1830, at the opening ceremony of the world's first passenger railway between Liverpool and Manchester, he misjudged the speed of the train and was killed in an accident.
