Born June 3, 1873. In 1907, he established Kyoekisha in Korea and engaged in the sale of cotton products. He was involved in the China policy of the Terauchi Cabinet and promoted the provision of loans (Nishihara Loans) to the Duan Qirui government, but most of the loans were unrecoverable, drawing criticism from the public. From 1938 onwards, he promoted the rural improvement movement in his hometown of Kumohara Village, Kyoto Prefecture (Fukuchiyama City). He passed away on August 22, 1954, at the age of 81.
