An old city in the Tochio Basin, upstream of the Kariyata River, in central Niigata Prefecture. Established as a city in 1954. One of the snowiest areas in the country, it is known as the production center of Tochio Tsumugi, which developed as a cottage industry from the Edo period. After World War II, production shifted from rayon-blend weaving to synthetic fiber fabrics and knitwear. The textile industry accounts for more than 50% of the city's manufactured goods shipment value (2001), and transportation equipment and electrical equipment industries have also expanded there. In January 2006, it was incorporated into Nagaoka City along with Teradomari Town, Yoita Town, and Washima Village in Mishima County. 204.92 km2 . Population 24,719 (2003).
