An old city in the Tochio Basin, upstream of the Kariyata River, in central Niigata Prefecture. Established as a city in 1954. One of the snowiest areas in the country, it is known as the production center of Tochio Tsumugi, which developed as a cottage industry from the Edo period. After World War II, production shifted from rayon-blend weaving to synthetic fiber fabrics and knitwear. The textile industry accounts for more than 50% of the city's manufactured goods shipment value (2001), and transportation equipment and electrical equipment industries have also expanded there. In January 2006, it was incorporated into Nagaoka City along with Teradomari Town, Yoita Town, and Washima Village in Mishima County. 204.92 km2 . Population 24,719 (2003). 新潟県中部,刈谷田(かりやた)川上流,栃尾盆地の旧市。1954年市制。全国有数の豪雪地帯で,江戸時代から家内工業として発達した栃尾紬(つむぎ)の産地として知られ,第2次大戦後は人絹交織から化繊服地,ニット製品の生産に変わった。繊維工業は市の製造品出荷額の5割以上(2001)を占め,ほかに輸送用機器,電気機器工業も進出している。2006年1月三島郡寺泊町,与板町,和島村と長岡市へ編入。204.92km2。2万4719人(2003)。
