Born: May 8, 1873 in Hiroshima
Died March 5, 1924. Economist from Kyoto. Graduated from the elective course of the Faculty of Law, Tokyo Imperial University in 1897. Professor at the Fourth Higher School in 1899. Assistant professor at the Faculty of Law, Kyoto Imperial University in 1901. Studied abroad in Germany and other countries from 1903 to 1906. Professor at Kyoto Imperial University in 1906. He invited Hajime Kawakami to teach at the university, and recommended Professor Hajime Seki of Tokyo Higher School of Commerce to become deputy mayor of Osaka City. In 1914, he led a labor survey project at the request of Osaka City, and contributed to the creation of a comprehensive labor survey report. He was also a prominent member of the Social Policy Association, and advocated the repeal of Article 17 of the Public Order Police Law. In the field of economic theory, he developed the factor ratio theory, which determines the production merits of each country in the ratio of production factors, and was one of the founders of this theory along with E. F. Heckscher. His main work was Industrial Economy (1910).

経済学者。 1897年東京帝国大学法科大学選科卒業。 99年第四高等学校教授。 1901年京都帝国大学法科大学助教授。 03～06年ドイツなどに留学。 06年京都帝国大学教授。河上肇を同大学に招く一方，関一東京高等商業学校教授を大阪市助役に推した。 19年大阪市の依頼で労働調査事業を指導，包括的な労働調査報告の作成に貢献した。また社会政策学会の有力会員で，治安警察法第 17条の撤廃を主張した。経済理論の分野では各国の生産上の優劣を生産諸要素の比率に求める要素比率論を展開，E.F.ヘクシャーとともにこの学説の創設者の一人。主著『工業経済』 (1910) 。
