A perennial grass of the grass family (APG classification: Poaceae). The rhizome is developed and creeps underground. The culms are clumpy and the leaves are somewhat hairy. From August to October, a panicle blooms at the top of the culm. The spikelet is 3.5 to 4.5 mm long and has two florets. If there are any awns, they are very short. The fourth glume is small and has a short tuft of hairs at the base. It commonly grows on sunny hills, and is distributed from Hokkaido to Kyushu, as well as the Korean Peninsula, China, and Ussuri. The name comes from the fact that it was often found in Toda-ga-hara near Tokyo (now the Arakawa River basin in Toda City, Saitama Prefecture).

イネ科(APG分類:イネ科)の多年草。根茎は発達し、地中をはう。稈(かん)は株立ちし、葉は多少毛がある。8~10月、稈頂に円錐(えんすい)花序をつける。小穂は長さ3.5~4.5ミリメートル、2個の小花があり、芒(のぎ)はあってもごく短い。第4穎(えい)は小さく、基部に短い束毛がある。日当りのよい丘陵に普通に生え、北海道から九州、および朝鮮半島、中国、ウスリーに分布する。名は、東京近郊の戸田ヶ原(現、埼玉県戸田市の荒川流域)に多くみられたことによる。
