A shogunate official in the early Edo period who served as the magistrate of Osaka Higashimachi. Commonly known as Fujizo. After serving as the head of the Oshoin group, he became the magistrate of Osaka Higashimachi in 1663, and served in that position for 17 years, leaving a significant mark on Osaka city government. He made a great contribution to cleaning up after major fires and floods, but he also implemented important policies in commercial administration, laying the foundation for Osaka, the kitchen of the nation. In other words, he worked to establish order in various trades by establishing the Ten-person Money Exchange to control money exchangers, enacting the Firewood Trading Law, officially recognizing the Sansho Cotton Market wholesalers and cotton associations, protecting the Tenma vegetable market, and mediating disputes between rapeseed oil merchants and white oil merchants. Since the beginning of the Edo Shogunate, it had inherited the tradition of free markets and free courts, and in principle prohibited the formation of associations and unions, but it is said that Ishimaru Sadatsugu's commercial policy reflected a change in the Shogunate's policy. 大坂東町奉行を務めた江戸前期の幕臣。通称,藤蔵。御書院組頭を経て,寛文3(1663)年大坂東町奉行となり,以後17年間その任にあって,大坂市政に大きな足跡を残した。大火や水害の後始末に功績を残したが,商業行政の上ではさらに重要な施策を講じ,天下の台所・大坂の基礎を築いた。すなわち,両替商の統制をはかるための十人両替の設定,薪売買法の制定,三所綿市問屋・綿仲間の公認,天満青物市場の保護,菜種油屋と白油屋の紛争調停などを行い,諸商業の秩序確立に努めた。江戸幕府は幕初以来,楽市・楽座の伝統を受け継ぎ,仲間・組合の結成を原則的に禁じていたが,石丸定次のこのような商業政策は,幕府の政策転換を反映するものであったといわれる。晩年には専横のそしりを招き,自刃したと伝えられる。<参考文献>宮本又次『大阪人物誌』
