Diving in scuba gear. The Aqualung, developed by ocean explorer Jacques-Yves Cousteau and others in 1943, became popular after its release in 1947, and it quickly became popular as a sport and leisure activity after World War II. Although a license is not legally required, because of the high risk of serious danger, a certification card (C-card) is often required to prove that one has completed a diving training program based on safety standards. In Japan, they are issued by various private educational organizations.
