Born August 31, 1868. Older brother of Ishimitsu Maomi. Joined the army in 1889 and travelled to Russia in 1909. He worked at a photo studio in Harbin while engaged in intelligence activities. In 1902 he became head of the Second Army Administration Department and was a major. In 1917 he became a military commissioned officer and was assigned to intelligence duties in Manchuria and Russia. He passed away May 15, 1942, at the age of 75. He was born in Higo (Kumamoto prefecture) and graduated from the Army Academy. His son Masato compiled his memoirs into a tetralogy including "Flowers of the Wilderness," which received the Mainichi Publishing Culture Award in 1958.
