A railway that a public entity or a private person has laid down for its own use after notifying the Minister of Land, Infrastructure, Transport and Tourism, and that is directly connected or connected to a railway, track or other private railway for public use (excluding connections with railways powered by human or horse power). It refers to a railway that is not used by the general public, but is laid down and owned by the operator of a factory or mine to transport employees, materials, products, etc. A private line that a public entity or a private person lays down at its own expense for itself or for a specific shipper, with the approval of each JR company, is treated as a siding of each JR company, so it is different from a private railway.
