The Edo Shogunate's senior councilors and young councilors were in charge of finances. In addition to serving on monthly duty, their duties included making reports to the Accounting Office officials, appointing and dismissing them, receiving reports from them, and deciding and checking the amounts of major items. The Kattekake Roju was first established in 1680 (Enpo 8) by Hotta Masatoshi, who separated the finances and agricultural administration of the Roju, which had previously been a council-based system, and made them the sole responsibility of the two. It was discontinued in 1712 (Shotoku 2), but was revived in 1717 (Kyoho 2). Mizuno Tadayuki took office in 1722 and carried out reforms in response to the Kattekata Bunka section of the Accounting Office the previous year. In 1737 (Genbun 2), Matsudaira Norimura was appointed and promoted an increase in the collection of annual taxes.

江戸幕府の財政専管の老中，若年寄。職務は月番を務めるほか勘定所役人への申達，任免，彼らよりの上申を受け，主要なものの額の決定や点検にあたった。勝手掛老中は1680年(延宝8)堀田正俊に従来合議制をとっていた老中執務のうち財政と農政を分離専管させたのが最初。1712年(正徳2)中絶，17年(享保2)復活した。22年水野忠之が就任，前年の勘定所勝手方分課に対応し改革を行った。37年(元文2)松平乗邑が任じて年貢増徴を進めた。
