All Japan High School Athletic Meet
This is the largest high school sports festival (there are 32 specialized clubs for each sport, but baseball is not included), held with the aim of promoting healthy development of high school students and friendship among students. Organized by the All Japan High School Athletic Federation (Kotairen), which was founded in 1948, it is held in two categories: summer and winter events. High school students from the host prefecture not only compete, but also help run the event by performing in ceremonies and as tournament management assistants. In 1990, the Kotairen refused to allow Korean high schools to participate in the tournament, stating that only Japanese high schools recognized under Article 1 of the School Education Law (Article 1 schools) can join, which caused a problem. After that, the Kotairen decided not to allow membership, but to allow participation in the tournament, and in 1994 foreign schools, which are classified as miscellaneous schools, have been able to participate. There are restrictions on eligibility for transfer students and foreign exchange students to participate. In recent years, the number of affiliated club members has been on the decline due to the declining birthrate and the trend of people turning away from extracurricular activities, so in 2002, a policy was introduced to allow joint teams from multiple schools that met certain criteria to participate in tournaments, and in 2003 the role of chaperone, which had previously been limited to teachers, was expanded to include staff members, and the role of manager/coach was expanded to include anyone approved by the principal, including outside instructors.

高校生の健全育成と生徒相互の親睦を図る目的で開催する、高校スポーツ界最大の祭典(種目別に32の専門部があるが野球はない)。1948年創設の全国高等学校体育連盟(高体連)が主催、夏季種目と冬季種目に分けて開催している。開催都道府県の高校生は競技だけでなく、式典演技や大会運営補助員として運営を支える。90年、高体連が、学校教育法第1条で認められた日本の高校(1条校)以外は加盟できないとして、朝鮮高級学校の大会参加を拒否したことが問題となった。その後、高体連は加盟は認めないが、大会への参加は認めるとし、94年から各種学校扱いの外国人学校も参加できるようになった。なお、転校生や外国人留学生の参加資格には制限がある。近年の少子化や部活動離れの影響で、加盟部員数は減少の傾向を示しており、2002年には基準を満たす複数校合同チームの大会参加を認める方針を出し、03年にはこれまで教員に限定されていた引率責任者を職員まで、また監督・コーチ等は外部指導者を含めた校長の認めた者に範囲を広げた。
