During World War II, the Imperial Japanese Army and Navy established military civil servants to administer the territories they occupied. In principle, the occupied territories were under military rule by the operational army until they achieved independence. During that time, the person responsible for carrying out general administration was the military governor, the chief of staff of the operational army, but local administrative officials included chief administrators (imperially appointed) and administrative officials (saburo).
