A politician and soldier from Liaoning Province, China. He lived in Xinjiang Province during the tumultuous period of China's war against Japan and World War II. He studied in Japan in his 20s and 30s, and was later posted to Xinjiang Province. Under the leadership of Provincial Governor Jin Shuren, he was involved in the suppression of Muslim rebellions led by Ma Zhongying from 1931 to 1935, gradually gaining real power and becoming Provincial Governor in August 1933. After defeating Ma Zhongying and others with military assistance from the Soviet Union, he began to implement policies of pro-Soviet, anti-imperialist, common people, integrity, peace, and construction, but after seeing the Soviet Union's stumbles in the early stages of the German-Soviet War in 1941, he turned anti-Soviet and anti-Communist, and approached the Kuomintang government in Chongqing. However, when the Soviet victory over Germany in 1944 became decisive, he tried to approach the Soviet Union again. He was eventually held responsible for the Kazakh Rebellion and transferred to Chongqing, and later moved to Taiwan.

中国，遼寧省出身の政治家，軍人。中国の抗日戦，第2次世界大戦の激動期を新疆省で過した。 20代と 30代のとき日本に留学し，そののち新疆省に赴任。省主席の金樹仁のもとで，1931～35年の馬仲英によるイスラム教徒反乱の鎮圧に従事しながら次第に実権を握り，33年8月には省主席となった。ソ連の軍事援助を得て馬仲英らを破ったあと，親ソ，反帝，平民，清廉，和平，建設の政策を実行しはじめたが，41年独ソ戦の初期におけるソ連のつまずきをみて反ソ，反共に転じ，重慶の国民党政府に接近した。しかし，44年ソ連の対独勝利が決定的になると再びソ連への接近を試みた。結局カザフ大反乱の責任を問われて重慶に転職させられ，のち台湾へ渡った。
