It is the successor to the Ten-Nation Disarmament Commission, which was formed in 1958 with five countries from each of the East and West blocs. After the Commission broke down, based on a decision of the United Nations General Assembly in 1961, the 18-Nation Disarmament Commission was established in 1962 with the addition of eight neutral countries, and in 1969 eight more countries, including Japan, joined. Based on a decision of the United Nations Special General Assembly on Disarmament in 1978, it was re-established as the Disarmament Commission, with 40 countries participating, including the five nuclear-weapon states. In 1984, it was renamed the Conference on Disarmament.
