Geneva Disarmament Conference

The Disarmament Conference was held in Geneva in 1932 with the participation of 61 countries. The Council of the League of Nations established a preparatory committee for the Disarmament Conference at the end of 1925, and in December 1930, the committee reached a conditional agreement on the outline of a disarmament treaty proposal, mainly based on the British and French proposal. Based on the decision of the Council of the League of Nations in January 1931, the conference was held in February 1932 with the participation of 59 countries (later 61 countries, including the Dominican Republic and Iraq). However, the talks did not progress due to the conflict between Germany, which insisted on equal arms rights in order to avoid the strict arms restrictions imposed by the Treaty of Versailles, and France, which, based on its historical experience, insisted on the construction of a solid security system as a prerequisite. Britain repeatedly presented compromise proposals, but the environment worsened with the rise of Hitler to power in Germany in January 1933, and Japan and Germany's withdrawal from the League of Nations in the same year, and mediation efforts were unsuccessful. The Disarmament Conference was not resumed after the end of 1934.

1932年に61か国が参加してジュネーブで開かれた軍縮会議。国際連盟理事会は1925年末に軍縮会議に向けて準備委員会を設置したが、30年12月同委員会は条件付きながら、イギリス・フランス案を中心とする軍縮条約案の概要につき合意に達した。そこで31年1月の連盟理事会の決定に基づき、32年2月から59か国(のち、ドミニカ、イラクが加わり61か国)が参加してこの会議が開催された。しかし、ベルサイユ条約による厳しい軍備制限から免れようとして均等軍備権を主張するドイツと、歴史的な経験からその前提として確固たる安全保障制度の構築を主張するフランスとの対立が障害となって話し合いは進展しなかった。イギリスは再三妥協案を提示したが、33年1月にドイツにヒトラー政権が誕生、同年日本、ドイツの国際連盟脱退と環境が悪化し、調停の努力は成功しなかった。軍縮会議は34年末以後再開されなかった。
