This system was established by the Edo Shogunate under the pretext of suppressing Christianity. Since 1613 (Keicho 18), the Edo Shogunate had issued orders to ban Christianity on multiple occasions and to crack down on Christian believers, but these orders did not specify how Christians should change their religious sect. As a result, the Shogunate and various feudal domains used various methods to crack down on Christians. One of these was the method of cracking down on Christian believers, such as the stepping-on-picture test that began in Nagasaki around 1629 (Kan'ei 6) and the encouragement of plaintiffs, which often appeared in Shogunate laws. 江戸幕府がキリシタンを禁圧することを標榜して設けた制度。江戸幕府は1613年(慶長18)以来,たびたびキリシタン禁教を令し,キリシタン信徒の摘発を命じたが,それらには具体的な宗門改めの方法が示されていなかった。そのため幕府や諸藩はさまざまな方法でキリシタン改めを実施した。その一つは,29年(寛永6)ころに長崎で始められた踏絵や,幕府法令にたびたびみえる訴人奨励など,キリシタン信徒を摘発する方法であり,いま一つは,反対にキリシタンでないことを証明させる方法であった。
