In a more specific sense, child labor refers to work done by people under a certain age who are prohibited from being employed by labor protection legislation such as the Factory Act and the Labor Standards Act, while juvenile labor refers to work done by people who are older but under a certain age who are distinguished from adult men and are subject to particularly strict regulations regarding working hours, etc. Child labor and juvenile labor have been seen throughout history, but it was only after the Industrial Revolution that they began to attract attention as a social problem and to be regulated by the state. 広義には,心身がなお未成熟の成長段階にある者の労働を児童労働,成人するになお至らない者の労働を年少労働という。いっそう限定された意味においては,工場法・労働基準法などの労働者保護立法によって雇用を禁止される特定の年齢未満の者の労働を児童労働,いっそう年長ではあるが,成人男子とは区別されてとくにつよく労働時間などを規制される特定の年齢未満の者の労働を年少労働という。 児童労働,年少労働は歴史上古くからみられたのであるが,それが社会問題として注目され,国家によって規制されるようになるのは,産業革命以降のことである。
