A road from Kaizu (Makino-cho, Takashima City, Shiga Prefecture) on the north shore of Lake Biwa across the border to Tsurugazu in Echizen. This route is part of the Nishi-Omi Road or Hokkoku Kaido, which runs along the ancient Hokuriku Road that runs north along the west shore. Since ancient times, it has been a main road that accepted goods from various countries along the Hokuriku Road and transported them by boat to Otsu. In the Genpei Seisuiki, the Taira army that pursued Kiso Yoshinaka passed through Kaizu and headed for the northern provinces. In 1427, Asukai Masataka composed a poem about the scenery while passing through this area on his way to Tsuruga (Echizen Gekoki). In the early modern period, there was a dispute with the three towns of Kaizu over the transportation of goods up and down the river, but in the late Edo period, many feudal lords from the Hokuriku region, such as the Fukui and Kaga domains, came to Kyoto, and the inns struggled to prepare for their arrival. However, due to the development of western shipping, the amount of cargo shipped up the river seems to have decreased from an early stage, as can be seen from the number of ships in Kaizu.

琵琶湖北岸の海津（滋賀県高島市マキノ町）から国境を越えて越前敦賀(つるが)津に至る道。この路程は，西岸を北上する古代の北陸道に沿う西近江路・北国海道とも称される道の一部で，古代から北陸道諸国の物資を受け入れ，舟運によって大津まで運ぶ幹道であった。《源平盛衰記》には木曾義仲を追討する平家の軍勢が海津を経て北国に向かっている。1427年飛鳥井雅縁は当地を通って敦賀に向かう際，景観を詠み込んだ歌を作っている（《越前下向記》）。近世初期には海津３ヵ町と上下荷物の運搬をめぐって相論が起きているが，幕末期には北陸の福井藩・加賀藩ら諸大名の上洛が多く，宿々ではその準備に苦慮している。しかし西廻海運の発達により早い時期から上り荷は減少していたようで，そのことは海津の船数によってもうかがえる。→塩津
