Law No. 89 of 1949. A law aimed at providing relief to the unemployed. Japan's unemployment countermeasures began in 1925 in six major cities, including Tokyo, by having people work on public works. After World War II, the law was divided into those aimed at the construction and restoration of public works and those aimed at providing relief to the unemployed, and stipulated the methods of planning and implementing the latter and the measures to absorb the unemployed. In 1989, in response to the intensifying labor shortage, the law was amended to allow for the treatment of two groups: young people who can keep up with the advancement of technological standards, and middle-aged and elderly people who cannot. In order to promote employment policies in a planned and comprehensive manner, the Employment Measures Law was enacted in 1986 as the basic law for employment policies. 昭和 24年法律 89号。失業者救済を目的とする法律。日本の失業対策は,公共事業に従事させる形で,1925年東京などの六大都市において始められた。第2次世界大戦後も,公共事業の建設復旧を目的とするものと,失業救済を目的とするものに分け,後者についての計画実施の方法およびそれによる失業者吸収のための措置などについて規定したものである。 64年には,労働力不足現象の強まりに応じて,技術水準の高度化に対応しうる若年層と,必ずしもそうではない中・高年層に2分した取扱いをしうるよう改正された。なお雇用政策の計画的,総合的な推進をはかるために,66年には雇用政策の基本法として雇用対策法が制定されている。
