A legal measure implemented by the imperial and military authorities to restore shrines and temples and temple buildings and ensure that prescribed Shinto and Buddhist rites were performed strictly. "Kogyo" means to restore something that has become dilapidated and neglected to its original form. National protection of temples and shrines has been a consistent basic policy since ancient times, and most of the new court noble systems enacted since the Heian period also had related laws at the beginning. The contents of these laws were centered on the restoration of buildings and shrines, and the enforcement of Buddhist and Shinto rites, and usually included special treatment of temple and shrine lawsuits. 神社仏寺の社殿仏閣を修復し,定められた神事仏事を厳格に勤行させるために,公武権力が実施した法的措置。〈興行〉とは,廃れ怠っているものを本来の形に回復させる意味。寺社に対する国家的保護は古代以来一貫した基本政策で,平安時代以来しばしば立法された公家新制にも,ほとんどその冒頭にこの関連の法令がおかれていた。その内容は堂舎社殿の修復,仏神事の励行を主体とし,寺社訴訟の特権的扱いなどが含まれるのを常とした。
