A de facto government is a government that is established illegally under domestic law and that is not recognized by a foreign country. There are two types of de facto governments: (1) A government that is established illegally through a revolution or other such event and has generally established control over the entire territory (this is considered a requirement for government recognition). (2) A de facto government is a government of a rebel group that has established control over a local area during an ongoing civil war (this is considered a requirement for recognition of a belligerent group). A de facto government is not recognized as an entity under international law and exists merely in fact. In addition to the above, it can also refer to a government that has received de facto recognition.
