In ancient and medieval times, this was the name of a position appointed by the kokuga in public lands and by the lord of a manor to manage and operate forests. Most were appointed by influential people in the area, and it is thought that they supervised the "yamamori" appointed by the local village headmen, collected taxes from the mountaineers, pursued bandits, and prevented excessive felling, but the specific authority and duties are not necessarily clear. The Sumiyoshi Taisha Shrine Office's 731 (Tenpyo 3) comment states, "The mountaineer Ishikawa Nishikori Koroshi served the famous mountain sites." Also, the Kobe Nagabe Office of Iga Province's 946 (Tenkei 9) commentary states that a petition was filed to stop the appointment of public ronin to the mountaineer post of Nabari in the Taijingu territory.
