Said was the ruler (imam) of Muscat and Oman at the southeastern tip of the Arabian Peninsula. He placed importance on the Indian Ocean coast of East Africa, with which he had long had trade ties, and attempted to control coastal trade from his base on the island of Zanzibar. In 1840, he moved his base from Muscat to Zanzibar, and European countries recognized Said's control over the East African coast and opened consulates in Zanzibar. Since Said's finances were dependent on customs duties, he encouraged Arab merchants to send large caravans into the interior of Africa to sell imported goods and obtain ivory and slaves.

アラビア半島南東端のマスカット・オマーンの領主(イマーム)で,以前から交易によって関係の深かった東アフリカのインド洋沿岸を重視し,ザンジバル島を根拠地として沿岸貿易を支配しようとした。1840年には本拠をマスカットよりザンジバル島に移し,ヨーロッパ諸国もサイードによる東アフリカ沿岸部支配を認めて領事館をザンジバルに開いた。サイードは財政を関税に頼っていたため,アラブ商人に対し,アフリカ内陸部に大規模なキャラバン(隊商)を送って輸入商品を売り,象牙や奴隷を手に入れてくることを奨励した。
