Journalist and politician of the Meiji era. Born in Nakajimamura, Ibo County, Harima (Hyogo Prefecture). His father was Wasuke and his mother was Kimi. He became a monk for a time but returned to secular life. He moved to Tokyo in 1872 (Meiji 5). In June 1875 he became a reporter and editor for the Tokyo Akebono Shimbun, founded by Ouchi Seiran and others, and in December of the same year for the Yokohama Mainichi Shimbun. In 1887 he left the company due to illness. In 1888 he participated in the formation of the Ohmeisha, founded by Numa Morikazu, and developed the Freedom and People's Rights Movement. In 1889 he rejoined the Tokyo Yokohama Mainichi Shimbun (a new title for the Yokohama Mainichi Shimbun), and called for the immediate opening of a national parliament. In 1890 he participated in the founding of the Constitutional Reform Party with Numa, Shimada and others. 明治時代のジャーナリスト,政治家。播磨(兵庫県)揖保郡中島村に生まれる。父は和助,母はキミ。一時期僧籍に入ったが還俗。明治5(1872)年に上京。8年6月に大内青巒らの『東京曙新聞』,同年12月『横浜毎日新聞』の記者・編集者となった。10年に病気のため退社。11年,沼間守一の嚶鳴社の結成に参加し,自由民権運動を展開。12年『東京横浜毎日新聞』(『横浜毎日新聞』の改題)に再び参加し,国会の即時開設などを主張した。15年,立憲改進党の結党に沼間,島田らと参画。15年神奈川県会議員,25年東京市会議員・同参事会員,27年衆院議員,30年松隈内閣で農商務省鉱山局長,31年隈板内閣で東京府知事,衆院副議長(1908~12)を歴任した。<著作>『横浜開港50年史』全2巻,肥塚麒一編『肥塚竜自叙伝』<参考文献>松尾章一『増補・改訂 自由民権思想の研究』
