Year of death: October 30, 1896 (Meiji 29) Year of birth: June 25, 1859 (July 24, 1859) An army officer during the Meiji period. The eldest son of Arao Yoshizumi, a samurai of the Owari (Nagoya) clan. He was interested in China from his youth. He graduated from the Army Training Corps and the Doshikan Academy. In 1886 (Meiji 19), he was sent to China by the General Staff Headquarters for about three years to investigate the internal situation. Based in Hankou (Wuhan), he engaged in intelligence activities with continental ronin, and advocated the promotion of trade between the two countries under the slogan of a Japan-China alliance. In order to train personnel capable of trade work, he established the Sino-Japanese Trade Research Institute in Shanghai in 1890, and traveled to China with about 150 research students from Japan. About half of the graduates worked as army interpreters and intelligence officers during the Sino-Japanese War.
