National Cultural Council - kokuminbunkakaigi

Japanese: 国民文化会議 - こくみんぶんかかいぎ

A cultural movement group established in 1955 at the invitation of Sohyo. It was formed by labor unions and circles affiliated with Sohyo and the Neutral Labor Union, along with scholars, artists, journalists, and cultural groups who were supportive of the labor movement, with the aim of creating a new culture. The background to this was the rise of the singing movement, life record movement, learning movement, and workers' cultural circle movement in literature, theater, art, film, etc., which were popular at the time. There was also cooperation between labor unions and cultural figures in opposition to U.S. military bases, rearmament and constitutional revision, and state control of education and the media.

総評のよびかけで，1955年に発足した文化運動団体。総評や中立労連系の労働組合やサークルと，その労働運動に理解をもつ学者，芸術家，ジャーナリスト，文化団体が集まって新しい文化の創造をめざした。その背景には当時さかんだった，うたごえ運動，生活記録運動，学習運動，あるいは文学，演劇，美術，映画などの労働者の文化サークル運動の高揚がある。また米軍基地反対や再軍備･憲法改正反対，あるいは教育･マスコミの国家統制反対などでの労組と文化人の協力もある。
