Economic and Social Policy - Keisei Saiminron

Japanese: 経世済民論 - けいせいさいみんろん

The theory of "government of the country and peace in the world" was formed mainly from the mid-Edo period onwards. It discussed what we would call politics, economics and society today, and included topics such as increasing production and reducing consumption. It objectively and empirically observed the realities of feudal society in its heyday and final stages, and attempted to come up with concrete, institutional reform proposals from various ideological perspectives. Dazai Shundai defined it in his "Economic Records" as "Generally speaking, the governance of the nation is called economy. It means running the world and making the people prosperous," which is the most accurate expression. From the mid-Edo period onwards, the foundations of the shogunate's power and its various institutions became increasingly unstable compared to the previous period.

主として江戸中期以降に形成された〈治国平天下〉の論。今日でいう政治，経済，社会を論じ，生産増強，消費節約などを内容とする。封建社会の爛熟（らんじゆく）期･末期の現実を客観的･実証的に観察し，具体的･制度的な改革案をいろいろな思想的立場からうちだそうとした。太宰春台が《経済録》に〈凡（およそ）天下国家ヲ治ルヲ経済ト云。世ヲ経シテ民ヲ済（すく）フト云義也〉と定義しているが，もっとも的確な表現である。江戸中期以降は，前期に比べ幕府権力の基盤や諸機構の動揺がはげしくなった。
