He was a master of the flute in the early Heian period. He was a flute master at the Gagaku-ryo. He composed "Jusui-raku" and "Oten-raku" for the enthronement ceremony of Emperor Ninmyo (834), and also revised "Ama", "Konju", and "Seijoraku" (also called "Seijoraku"), which he named after himself. Together with Owari no Hamanushi, he contributed to the reform of the musical system at the time. When Emperor Ninmyo visited Shinsen-en, there was a boat music performance, and he composed "Kaiseiraku" with the hichiriki master Harimaro, following an imperial order, while the boat was making its rounds. In 838 (Jowa 5), he went to China as a Japanese envoy with the biwa player Fujiwara Sadatoshi and others, but was shipwrecked on his way back to Japan in August of the following year and killed by pirates in the South Seas.
