...From the following year, 1978, the Conference on the Prohibition of Nuclear Weapons again dropped out due to differences of opinion regarding the peaceful use of atomic energy, but the holding of unified conferences that included the Japan Council Against Atomic and Hydrogen Bombs, the National Council Against Atomic and Hydrogen Bombs, and civic groups became a regular practice, and a unified delegation was sent to the first UN Special Session on Disarmament in 1978, and to the second General Session in 1982. In the midst of this, new anti-nuclear movements arose in Europe and the United States in the fall of 1981 due to President Reagan's theory of limited nuclear war and the deployment of theater nuclear weapons to NATO. In Japan, in addition to the established anti-nuclear movement, grassroots anti-nuclear movements such as the March 21st Hiroshima anti-nuclear rally, the May 23rd Tokyo anti-nuclear action, and the October 24th Osaka anti-nuclear rally gained momentum in 1982, and the anti-nuclear movement as a whole was reaching a new turning point. The majority of the 190,000 to 500,000 people who took part in these rallies and actions were ordinary citizens who were not affiliated with the Japan Council Against Atomic and Hydrogen Bombs or the National Council Against Atomic and Hydrogen Bombs, and depending on these developments, it could be said that there is the potential for new developments in Japan's anti-atomic and hydrogen bomb movement in the future.
