…In 1694 (Genroku 7), the number of towns was 41 in the castle town of Hagi and 13 in Hamasaki (Genroku Gokoku Metsukeki), but in 1716 (Kyoho 1), the number of towns increased to 58 in total in the castle town (Junken Gometsukeshu), and remained unchanged until the end of the Edo period. Because of frequent floods, the Shinbori River was excavated in the center in 1687 (Jokyo 4), the Aiba River in 1739 (Genbun 4), and the Ubakura Canal was opened downstream of the Matsumoto River in 1855 (Ansei 2) to drain the water and use it for irrigation and shipping. In 1863 (Bunkyu 3), the feudal government office was moved to Yamaguchi, and Hagi lost its function as a castle town, which also caused a major economic blow. …
