Weather report - weather report

Weather reports are a collective term for meteorological information, such as current conditions, general conditions, forecasts, and warnings. There are three types of weather reports: (1) those that are widely disseminated to the general public within Japan, (2) those that are created for specific purposes within Japan, and (3) those that are created for international operations by the Regional Meteorological Center in East Asia. A single weather report may be a combination of (1) and (2), or (2) and (3), for example.

Weather reports are often transmitted by radio telegraph, telephone, or computerized communication, but can also be transmitted by wired telephone or fax, such as when reports are sent to the media for public information.

Report to the media

Weather forecasts and meteorological forecast charts are reported daily to broadcasting organizations, newspapers, news agencies, etc. via wired telephone, telegraph, or computer communication. Weather information, advisories, and warnings regarding typhoons, heavy rain, heavy snow, etc. are also reported in the same way.

Report to disaster prevention agencies

They will report weather information, advisories, and warnings regarding typhoons, heavy rain, heavy snow, etc. to agencies with whom they have had prior consultations as they are announced.

Weather Radio Report

There are various types of domestic and international radio reports:

[1] Japan Meteorological Agency Marine Weather Radio Message (call sign JMC): A radio Morse code broadcast of warnings, general reports, observation results, etc. for domestic and foreign ships in East Asia, the western North Pacific, and the surrounding areas.

[2] Japan Meteorological Agency Weather Radio Replica Report (call signs JMH and JMJ). Radio-replica broadcasts of various weather charts and ocean condition charts for East Asia, the western North Pacific, and surrounding areas, targeted at meteorological agencies and ships in Japan and overseas. There are two types of content, JMH and JMJ. JMH is for general use, while JMJ is primarily for aviation weather.

[3] Tokyo Bolmet Radiotelephone Report: Radiotelephone broadcast of observation results for airports in Japan and the surrounding areas, as well as airport forecasts for major international airports, targeted at aircraft flying both domestically and internationally.

[4] Japan Meteorological Agency Weather Satellite Radio Report: Radio reporting of observation results from weather satellites.

All of this is done according to a schedule.

Weather report for ships

In addition to JMH and JMC, NHK Radio broadcasts weather reports for fishing. The Japan Coast Guard also broadcasts marine forecasts and warnings through its communications system. In addition, meteorological offices broadcast weather reports over radio to fishing boats in communication with their nearest coastal fishing stations.

Fire and Weather Report

Based on the provisions of the Fire Service Act, when weather conditions are judged to be dangerous from the perspective of fire prevention, the meteorological office reports this to the prefectural governor.

Railway Weather Report

This is a system in which the Japan Meteorological Agency provides forecasts of weather, tsunamis, etc. to railway-related organizations.

Agricultural Weather Report

These are reports sent by meteorological offices to prefectural agriculture and forestry departments, and primarily contain agricultural weather reports related to temperature, which has the greatest impact on agricultural crops.

Air pollution and weather reports

The Japan Meteorological Agency reports weather and forecasts related to air pollution to prefectures through air pollution centers established in various locations.

気象に関する情報すなわち実況、概況および予報、警報などを総称して気象通報という。気象通報には、(1)国内的に広く一般に知らせるもの、(2)国内的に目的別に作成するもの、(3)東アジアの地域気象センターとしての国際業務用に作成するものなどがある。一つの気象通報が、たとえば(1)と(2)、(2)と(3)のように複合した性格をもっている場合もある。

 気象通報の伝達手段には、無線の電信・電話もしくは電子計算機による通信によるものが多いが、一般周知のための報道機関への通報の場合などのように有線の電話・ファクシミリなどによるものもある。

報道機関への通報

放送機関、新聞社、通信社などに、毎日、天気予報、気象予報図などを有線の電話・電信もしくは電子計算機による通信により通報する。台風、大雨、大雪などに関する気象情報、注意報、警報が行われたときも、同様に通報する。

防災関係機関への通報

あらかじめ打合せの済んでいる機関に対し、台風、大雨、大雪などに関する気象情報、注意報、警報などを、発表のつど通報する。

気象無線通報

国内、国外向け無線通報としては次の各種がある。

〔1〕気象庁船舶気象無線通報(呼出符号JMC)。国内や国外の船舶を対象とする、東アジア、北太平洋西部およびこれら周辺の地域の警報および概況報、観測成果などの無線モールス放送。

〔2〕気象庁気象無線模写通報(呼出符号JMH、JMJ)。国内や国外の気象業務を行う機関および船舶等を対象とする、東アジア、北太平洋西部とこれら周辺の地域の各種天気図や海況図などの無線模写による放送。JMHとJMJと2通りの内容がある。JMHは汎(はん)用、JMJは主として航空気象用である。

〔3〕東京ボルメット無線電話通報。国内や国外の飛行中の航空機を対象とする、日本およびその周辺の飛行場の観測成果や、おもな国際空港の飛行場予報の無線電話による放送。

〔4〕気象庁気象衛星無線通報。気象衛星の観測成果の無線による通報。

 以上はすべてスケジュールに従って行われる。

船舶向け気象通報

JMH、JMCのほか、NHKラジオによる漁業気象通報がある。また、海上保安庁の通信系を通じて、海上の予報、警報を放送している。さらに、気象官署が最寄りの漁業用海岸局を通じて、その漁業用海岸局と交信している漁船に対して行う漁業無線気象通報がある。

火災気象通報

消防法の規定に基づいて、火災予防上、気象状況が危険であると判断したとき、そのことを気象官署が都道府県知事に通報する。

鉄道気象通報

気象、津波等の予報事項などを、気象庁から鉄道関係機関に対して行うもの。

農業気象通報

気象官署が都道府県農林担当部局に通報するもので、農作物にとってもっとも関係の深い気温に関係した農業気象通報を主としている。

大気汚染気象通報

気象庁が各地に設置した大気汚染センターから都道府県に対して、大気汚染に関する気象や予報を通報するものである。
