According to historical documents from the mid-12th century, there were three methods for collecting official property from various fields: (1) determining the number of fields based on old field documents without conducting field inspections, (2) determining the number of fields by conducting field inspections, and (3) determining the number of fields by submitting a document called a request for profitable fields without conducting field inspections. The fields used as the basis for collecting official property using method (3) are called "kishoden." In February of the third year of the Shotoku era (1099), Inaba no Kami Taira Tokinori traveled to his province and performed various ceremonies for his first appointment as provincial governor. On March 2, when Tokinori was performing his first official duties after entering the provincial office, the governors of various provinces submitted a "Request for Profitable Fields for One Hundred and a Half Bulks." 12世紀半ばの史料によると,諸田からの官物(かんもつ)の徴収に当たっては,(1)検田を行わずに旧田文によって田数を確定する,(2)検田を行って田数を定める,(3)検田を行わず利田請文なるものを提出して田数を確定する,以上の3通りの方法があった。この(3)の方法で官物徴収の基準とされた田地を起請田と呼ぶ。承徳3年(1099)2月,因幡守平時範は任国に赴き,国司初任の諸行事を行ったが,3月2日,時範が国庁に出仕して初めて国務を行ったとき,国内諸郡司らが〈一把半利田請文〉を提出した。
