...This was the first step to unify the taxation that had been conducted in various regions, but it also stipulated that for the time being, local governments would collect taxes on those items for which not collecting taxes would be an obstacle to business control. Until then, fishing taxes had been extremely diverse, and so they were naturally abolished as a type of miscellaneous tax. However, at the same time, fishing production was often subject to taxation in order to control business. For this reason, it is believed that much of the fishing taxes were collected anew, although they were not exactly the same as before.
