This is a direct consumption tax on fuel used by aircraft, and was established by the Aviation Fuel Tax Law (Law No. 7 of 1972). The tax is applied to fuel loaded on aircraft, and the owner or user of the aircraft is obligated to pay it. The tax rate is set at 26,000 yen per kl in this law. Two-thirds of the revenue from the Aviation Fuel Tax is transferred to the municipalities and prefectures related to airports under the Aviation Fuel Transfer Tax Law. Municipalities receive four-fifths and prefectures receive one-fifth, and these are used for noise control, airport maintenance, and other expenses. The remaining 11/13 of the tax becomes national tax revenue, but for the time being, the entire amount is to be used for airport maintenance and other expenses, so it can be considered a quasi-purpose tax. 航空機に使用する燃料を課税物件とする直接消費税で,航空機燃料税法 (昭和 47年法律7号) で設けられた。課税対象は航空機に積み込まれた燃料で,航空機の所有者または使用者が納める義務を負う。税率は本法のなかで 1klにつき2万 6000円と定められている。なお,航空機燃料税の税収の 13分の2は航空機燃料譲与税法により,空港関係市町村と空港関係都道府県に譲与される。市町村は5分の4,都道府県は5分の1を受け取り,騒音対策,空港整備などの費用にあてる。また,残り 13分の 11は国税収入となるが,当分の間は全額が空港整備などの費用にあてられることとされており,したがって準目的税といえる。
