… After the Song dynasty, the households of government officials and their relatives were called guanhu, and it became common to distinguish them from ordinary people. From the latter half of the Tang dynasty, local landowners and influential people took on important roles at the lower levels of administrative affairs, and were called jiangshihu. Together with guanhu, they became the ruling power in the local community as guanhu jiangshihu or jiangshiguanhu. Their scope ranged from current civil and military officials to households and officials who were responsible for tax collection, transporting government goods, and other duties.
