The Synod was modeled after the religious administration systems of the Protestant countries of Western Europe. It was a council of eleven high-ranking clergymen appointed by the emperor, and included a layman called Ober-Prokuror (superintendent general) who acted as the emperor's "eye," or liaison with the emperor.
