...The only labor organization that existed was the Korean Federation of Trade Unions (reorganized as the Korean Trade Union Confederation under the Lee administration), but because it had a strong government-like character, forces seeking a democratic labor movement formed the National Council of Trade Unions in 1959. In a military coup in May 1961, all labor organizations were dissolved, and in August the Park administration organized the Korean Trade Union Confederation (Korean Confederation of Trade Unions) centering on the connections of the Korean Federation of Trade Unions, which served to integrate the labor movement into the system. In response to this, independent labor movements calling for the restoration of basic labor rights that had been taken away under the authoritarian political system began to develop in various places in the 1970s, starting with the self-immolation of Jeon Tae-il, a garment worker at Seoul's Peace Market in November 1970.
