...The protests were filed by four countries: Japan, the Soviet Union, Norway, and Peru. The Scientific Subcommittee, a subordinate organization of the Committee, is tasked with diagnosing each whale resource and recommending to the Committee the appropriate conservation measures, such as whether or not to allow whaling and limits on the number of whales to be caught. When the United Nations Conference on the Human Environment resolved in 1972 to completely ban commercial whaling for 10 years, the Subcommittee unanimously declared that this had no scientific basis.
