...This does not exclude mutually agreed arms buildup. For example, the November 1974 Vladivostok Agreement on strategic nuclear weapons between the United States and the Soviet Union agreed to a mutual upper limit on the number of strategic missiles each country possessed, exceeding the current numbers of the two countries. This was intended as a controlled arms buildup, and ultimately served to justify arms buildup, and cannot be considered disarmament.
