Following the abolition of feudal domains and the establishment of prefectures, this was the highest deliberative body in the Meiji government's administrative department, established on July 29, 1871 (Meiji 4) based on the Dajokan system. Comprised of the chiefs and vice-ministers of each ministry, it deliberated bills related to the jurisdiction of each ministry and submitted recommendations to the Seiin. In practice, it was hardly used, and was abolished in 1875 when the Genroin and Daishinin were established.
