Following the abolition of feudal domains and the establishment of prefectures, this was the highest deliberative body in the Meiji government's administrative department, established on July 29, 1871 (Meiji 4) based on the Dajokan system. Comprised of the chiefs and vice-ministers of each ministry, it deliberated bills related to the jurisdiction of each ministry and submitted recommendations to the Seiin. In practice, it was hardly used, and was abolished in 1875 when the Genroin and Daishinin were established. 廃藩置県に伴い,明治4 (1871) 年7月 29日に制定された太政官職制に基づき設置された明治政府行政部門の最高審議機関。各省の長官,次官で構成され,各省の管轄事項に関する法案を審議し,正院からの下問に答申するものとされた。実際にはほとんど活用されず,1875年,元老院,大審院が設置されると廃止された。
