[Died] March 20, 1925. London. British politician. Member of the House of Commons for the Conservative Party from 1886 to 1892. He had a strong interest in the East from an early age, and from 1887 onwards visited many Eastern countries over several years, resulting in the publication of books such as Russia in Central Asia (1889). After serving as Under Secretary of State for India (1891-92) and Parliamentary Secretary for Foreign Affairs (1895-98), he became Viceroy of India in 1899. He strongly implemented imperialist policies such as the partition of Bengal and the suppression of nationalist movements, but resigned in 1905. In 1907 he became Chancellor of Oxford University. He joined the coalition government during World War I as Lord Keeper of the Great Seal (1915-16). He then became President of the Privy Council (1916-19), and was active as a minister and Leader of the House of Lords in Lloyd George's minority wartime government. After the war, he served as Foreign Secretary (1919-24) in the Lloyd George coalition government, and continued to serve under A. Law and S. Baldwin's Conservative Party, and was created a marquis in 1921. During this time, he presided over the Lausanne Congress (1922-23), restored British prestige in Turkey, and in 1923 worked to ease tensions between Germany and France following the occupation of the Ruhr. He again served as President of the Privy Council from the end of 1924 until his death.
