Liberalization of capital transactions
In a broad sense, this refers to the liberalization of both the inflow and outflow of capital by relaxing or abolishing restrictions on international capital transactions, but in a narrow sense, it refers to the free admission of foreign capital, especially the entry of foreign companies into Japan. The liberalization of investment in Japan was carried out in stages, starting with the first capital liberalization on July 1, 1967, and progressing to the fifth liberalization on May 1, 1973. As a result, in principle, 100% liberalization has been achieved for the establishment of new companies by foreign capital in all industries except for four industries: agriculture, forestry, and fisheries, mining, petroleum, and leather and leather product manufacturing. Regarding the acquisition of shares by foreign capital for the purpose of participating in management of existing companies, the amendment of the Foreign Exchange and Foreign Trade Control Law (Foreign Exchange Law) came into effect on December 1, 1980, and in principle, the shareholding ratio of foreign investors was restricted only for companies designated by the government.

国際資本取引に対する制限を緩和,撤廃することで,広義には資本の流入,流出の両面についての自由化をいうが,狭義には外国資本の流入,特に外国企業の進出を自由に認めることをいう。対日投資の自由化は 1967年7月1日の第1次資本自由化を皮切りに,73年5月1日の第5次自由化まで段階的に進められてきた。その結果,農林水産業,鉱業,石油業,皮革または皮革製品製造業の4業種を除くすべての業種で,外国資本による企業の新設は原則 100%の自由化が行われている。外国資本による既存企業への経営参加を目的とした株式取得についても,80年 12月1日からの外国為替及び外国貿易管理法 (外為法) の改正法施行により原則的に自由となり,外国人投資家の持株比率は,政府が指定した会社についてだけ制限されることになった。
