He was born on February 2, 1852 to a sake brewer in Itako, Hitachi (Ibaraki Prefecture). In 1880, he founded the Public Interest Association with Sekido Kakuzo and others, and submitted petitions for the establishment of a national parliament and a reduction in the liquor tax. In 1884, he established a training facility for Liberal Party heroes, and in 1885, he took part in the Osaka Incident and was arrested. He died on November 21, 1891, at the age of 40.
