A specialist company that sits between the sender and the carrier and selects a reliable, inexpensive, and rapid route and timing to arrange transportation. This refers to a person who acts as an intermediary for the transportation of goods under his own name (Commercial Code 559). As the distance of transportation increases and the complexity of the transportation becomes, it becomes increasingly difficult for shippers to select an appropriate carrier and enter into a transportation contract by themselves, and this is why such companies have emerged. Forwarders such as Nippon Express fall into this category, but there are few companies that specialize in transportation intermediation, and in reality, many of them also engage in incidental transportation such as collection and delivery of the transported goods, or act as a prime contractor and use other transportation companies as subcontractors.

荷送人と運送業者との中間にあって，確実，低廉，迅速な経路や時期を選定して運送の取次ぎをする専門業者。自己の名で物品運送の取次ぎを業とする者 (商法 559) をさす。運送の距離の伸長と複雑化に伴い，荷主が自分で適当な運送人を選んで運送契約を結ぶことが，だんだん困難になってきたことにより出現した。日本通運などの通運業者がこれに該当するが，運送取次ぎの専業者は少く，実際上，運送品の集荷・配達などの付随運送やみずから元請となって他の運送機関を下請けとして利用する利用運送などの業務を兼営するものが多い。
