A samurai of the Satsuma (Kagoshima) domain during the late Edo period and an official in the Meiji government. He was the third son of Horiemon and was called Nakazaemon. In 1859 (Ansei 6), while in Edo, he conspired with Mito roshi (masterless samurai) along with Saigo Takamori and Arima Shinshichi to overthrow the Ii shogunate, but was defeated and returned to Japan. In November of the following year, he joined the Seichugumi, a group that could be called the Sonnō-jōi faction of the Satsuma domain. In 1861 (Bunkyu 1), he was ordered to go to Edo and asked for a postponement of the domain lord's visit to Edo, but was not granted, so he burned down the domain's residence to create an excuse. This was discovered by the shogunate, and he was ordered by the domain government to change his surname to Ijichi to avoid suspicion. In the following year, he was criticized by Saigo Takamori for his insistence on suppressing plans by Arima Shinshichi and others to rise up in rebellion. His official career after the Meiji Restoration was not glorious. In 1868, he became a councilor for the Kagoshima Domain, in 1869 he served in the Ministry of Foreign Affairs and was based in the Ryukyu Domain, and from 1871 he worked in the history compilation bureau. He is the author of "Shoshuhenron" (Introduction to the Chronology) and other works.

幕末の薩摩(鹿児島)藩士,明治政府の官吏。堀右衛門の3子,仲左衛門を称した。安政6(1859)年,江戸にいて西郷隆盛,有馬新七と共に水戸浪士と謀り井伊幕政の打倒を画策し挫折,帰国。翌年11月,薩摩藩尊攘派ともいうべき誠(精)忠組に参加。文久1(1861)年命により江戸に赴き,藩主参勤の延期を求めるが容れられず,口実を作るため藩邸を焼く。これが幕府に知られ,藩政府から嫌疑を避けるため伊地知への改姓を命じられた。翌2年,有馬新七らの挙兵計画鎮圧を主張し西郷隆盛から批判を受ける。維新後の官歴は華やかではなく,明治1(1868)年鹿児島藩参政,同4年外務省出仕琉球藩在勤,同14年より修史局にあって編修に従事。『紹述編年』他の著作がある。
