A former town in Kesen County in the southeastern part of Iwate Prefecture. It has three bays, Yoshihama, Otsukirai, and Ryori, and is part of Rikuchu Kaigan National Park (now Sanriku Fukko National Park). Fishing is thriving here, and it produces large amounts of abalone and sea urchins. The Sanriku Railway Minami-Rias Line runs through the town. 岩手県南東部，気仙(けせん)郡の旧町。吉浜，越喜来(おつきらい)，綾里(りょうり)の三つの湾があり，陸中海岸国立公園（現・三陸復興国立公園）の一部をなす。漁業が盛んで，アワビ，ウニを多産する。三陸鉄道南リアス線が通じる。2001年11月15日，大船渡市に編入。137.13km2。8590人（2000）。
