A former town in Kesen County in the southeastern part of Iwate Prefecture. It has three bays, Yoshihama, Otsukirai, and Ryori, and is part of Rikuchu Kaigan National Park (now Sanriku Fukko National Park). Fishing is thriving here, and it produces large amounts of abalone and sea urchins. The Sanriku Railway Minami-Rias Line runs through the town.
