Ishikawa's Tale

A senior official in the Nara period. Son of Toshiari. In January of the 5th year of Tenpyo Hoji (761), he was promoted from Joroku-no-ue (Junior Sixth Rank) to Juni Fifth Rank, Shimotsuke-no-kami, and thereafter served as local officials such as Bizen-no-kami, Mutsu Chinju-shogun, and Mutsu-no-kami. During this time, he expanded Fujino-gun, Bizen Province (Wake-gun, Okayama Prefecture) to strengthen the people's power in the area, and was credited with the construction of Iji Castle (Tsukidate-cho, Miyagi Prefecture). From the 2nd year of Hoki (771), he was promoted mainly as a central official, and was also involved in the compilation of the Shoku Nihongi. At the time of his death, he was a Chunagon (Chuan-nagon), Jusan-no-mi (Junior Third Rank), Hyobu-kyo (Minister of the Ministry of the Empress), Sakyo-no-taifu (Sakyo-no-taifu), Yamatono-no-kami. He had a good memory, was clever, and was always quick to make decisions, but he was petty-minded, and would insult people he disliked, so it is said that people involved in administrative work avoided him.

奈良時代の上級官僚。年足の子。天平宝字5(761)年1月に正六位上から従五位下,下野守となり,以後備前守,陸奥鎮守将軍,陸奥守など地方官を歴任。この間,備前国藤野郡(岡山県和気郡)の民力の充実のため同郡の拡張を行い,伊治城(宮城県築館町)築城の功をあげた。宝亀2(771)年からは主として中央官僚として昇進し,『続日本紀』の編纂にも携わった。死去のときは中納言従三位兼兵部卿皇后宮左京大夫大和守であった。記憶力がよく,利口で決裁に滞ることがなかったが,度量が狭く,気に入らないと相手を罵ったため,事務に携わる者は名足を避けたと伝える。
