A nobleman in the Azuchi-Momoyama and early Edo periods. The eldest son of Kanshuji Harutoyo, his mother was the daughter of Tsuchimikado Ariyoshi. In June 1604 (Keicho 9), he was appointed Gon Chunagon, in January 1605 (Keicho 17), he was appointed Juni Nii, and two days before his death, he was appointed Gon Dainagon. During this time, in February 1605 (Keicho 8), he became a Buke Densou along with Hirohashi Kanekatsu. On the 12th of that month, he went to Fushimi as an imperial envoy when Tokugawa Ieyasu was proclaimed Shogun. On April 16th (Keicho 10), he served as Shokyo when Tokugawa Hidetada was proclaimed Shogun. During the first ten years of the Edo Shogunate, as a Buke Densou, he often negotiated between the Imperial Court and the Shogunate. His diary, Mitsutoyo Koki, has been preserved in 15 volumes from 1590 (Tensho 18) to 1604 (Keicho 17), and is filled with important and interesting articles that provide insight into the movements of the Toyotomi and Tokugawa governments.

安土桃山・江戸前期の公家。勧修寺晴豊の長男,母は土御門有脩の娘。慶長9(1604)年6月権中納言,同17年1月従二位,死の2日前,権大納言に任じられた。その間,慶長8年2月広橋兼勝と共に武家伝奏となった。同月12日,徳川家康の将軍宣下に際し,勅使となり伏見へ赴いている。慶長10年4月16日,徳川秀忠の将軍宣下のときには上卿を務めている。江戸幕府草創期の10年間,武家伝奏としてよく朝幕間の折衝に当たった。日記『光豊公記』が,天正18(1590)年より慶長17年まで15巻残されており,豊臣政権,徳川政権の動きを知る上で重要かつ興味ある記事が散見される。
