Born in 1790. A shogunate vassal. Appointed by senior councilor Mizuno Tadakuni, he became the first Niigata magistrate in 1834. He worked to establish a firefighting system, create erosion control forests, and enforce public morals. He later served as the magistrate of Osaka Nishimachi and Nagasaki.
