The Engishiki (50 volumes), a compilation of the Konin and Jogan codes and subsequent codes from the Ritsuryo period, contains the first 10 volumes of laws related to Shinto deities. Volume 9, "Shinmei-jo" (Divine Names) and Volume 10, "Shinmei-ge" (Divine Names), list the names of shrines to which the Shinto deities laws apply. These two volumes, the Engishiki (also called the Engishiki Shinmei-cho), contain 3,132 official shrines (2,861 in total, including shrines with multiple deities listed) that were listed at the time. These are called "Shikinaisha" (shrines within the system). These are shrines that were founded before 927 (Encho 5), when the Engishiki was established, and all of them are religious facilities with a historical life of more than 1,000 years. For this reason, there are some shrines listed in the Engishiki that have been abolished, and some shrines that are the subject of debate among multiple shrines that claim to be such shrines.

律令(りつりょう)時代の法典のなかで弘仁(こうにん)、貞観(じょうがん)の二式およびその後の式を集大成した『延喜式(えんぎしき)』(50巻)には、神祇(じんぎ)関係の法規が冒頭10巻にわたり記されている。その巻9「神名上」、巻10「神名下」は、それら神祇関係法規の適用される範囲の神社名を列記したもので、この2巻すなわち『延喜神名式』(『延喜式神名帳』ともいう)に登載された当時の官社3132座(一社で複数の祭神が登載された神社もあり、社数では2861社)を式内社という。したがって『延喜式』成立の927年(延長5)以前創建の神社となり、いずれも1000年以上の歴史的生命のある宗教施設となる。それだけに廃絶した式内社や、それに該当すると称する神社が複数で論争している式内社もなかにはある。
